Fire sprinklers in Loudoun County: what the work here actually looks like

Loudoun is two counties wearing one name. East of Leesburg, the Ashburn corridor is a belt of townhomes and stacked units that were sprinklered when they were built because their size required it, no mandate involved. West of Leesburg and Purcellville, the county turns to wells, long wooded drives, and custom homes on land that fire engines were never really planned around. Both halves generate sprinkler work, and almost none of it starts with a code requirement, because Virginia has none for new single family houses.
The western work starts with a site plan problem. A long private drive or a missing hydrant can fail fire access review, and the code review that raises the problem also allows the fix: reviewers can accept a sprinklered house in place of access and hydrant requirements the lot cannot meet. Out here that pairs naturally with the well design, a storage tank and pump sized by the hydraulic calculation, because extending a water main down a rural Loudoun road is the expensive answer and rebuilding a driveway to fire lane standards is the other one.
The eastern work is maintenance. The Ashburn townhome stock is old enough that heads get painted over, valves get closed and forgotten, and backflow preventers come due for testing. Owners discover at resale that the system inside the unit is theirs. We inspect with a written report, replace damaged heads, and test backflows, the house scale work the commercial companies do not want.

Does Loudoun County require sprinklers in new homes?
No. Virginia has no residential sprinkler mandate, and no Virginia county can add one on its own. Where sprinklers do come up in Loudoun is on lots that cannot meet fire access or hydrant rules, where the fire marshal can accept a sprinklered house instead, and in the townhome and stacked condo stock that was big enough to require sprinklers when it was built.
I am building west of Purcellville on a well. What does the sprinkler setup look like?

My Ashburn townhouse has sprinklers. Who inspects them?
That is on the owner in most cases, and it surprises people. The system needs periodic inspection, occasional head replacement, and backflow preventer testing, and buyers and HOAs increasingly ask for the paperwork. We inspect and hand you a written report.
Is a sprinkler system really cheaper than fixing my driveway for fire access?
Routinely, yes. Rebuilding a long drive to fire lane standards or extending a water main are large site costs. A 13D system priced at the published rates is usually the smaller number, and the fire marshal decides during plan review whether it resolves the access requirement for your lot, so ask before your site plan is final.
